SENATE CONCURRENT RESOLUTION NO. 35

Requesting the Joint Committee on Government and Finance to make a
study of state agencies' toll-free telephone service.
Whereas, State agencies have toll-free numbers for the
citizens of West Virginia to use to contact such agencies; and
Whereas, Many of the calls to these toll-free numbers are
blocked; and
Whereas, The percentage of blocked calls should be around
twenty percent; and
Whereas, There is no oversight of the toll-free telephone
system; and
Whereas, Each toll-free telephone number should be studied to
make it more efficient; and
Whereas, Public accessible toll-free telephone numbers for
state agencies are not published in every telephone directory in
the state; and
Whereas, There is a need for a toll-free telephone number for
state road conditions; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
requested to study the toll-free telephone system used by state
agencies and to make recommendations to the Legislature regarding the same; and, be it
Further Resolved, That the Joint Committee on Government and
Finance is hereby requested to study the publishing of public
accessible toll-free telephone numbers for state agencies; and, be
it
Further Resolved, That the Joint Committee on Government and
Finance is hereby requested to study creating a toll-free telephone
number for state road conditions; and, be it
Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 1999, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it
Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Jjoint Ccommittee on
Ggovernment and Ffinance.
